That little cluster is just an arbitrary device they used at the end of serial numbers back when print runs were low enough that a single letter at the front of the serial number would suffice. Beginning collectors sometimes confuse this symbol with a star.

PS - The first issue of the Black Eagles (FR 226) used this device on BOTH ends of the serial number, to give you some idea of how relatively low the need for notes was at that time (first pic).

But this changed pretty quickly, and by the second issue (FR 226a), they started using a letter to head up the serial number (second pic).

And it wasn't long before they began using letters at both ends out of need.
