Can anyone tell me if this is a mint error or post mint damage? Specifically on the mint mark and the date. I can upload pictures from various angles if needed. Thank you.

Along with the nicks to the left of the date, that's Post Mint Damage ( PMD).

The bottom of the 9 has a similar but smaller looking dent which tends toward PMD. Also looks to be a large date 70.
