It is a light grease issue on the die. The devices are tapered. From the top they look thin, but the bases are wider. They are done that way so they will release from the die. When there is a light amount of grease on the die, the deeper parts of the die get grease on them and prevent the upper parts of the devices on the coin from tapering. They look wide instead. Note on the devices near the rim are taller? There was less grease in the lower part of the die. (The deeper part of the die) So they are not as flat as the centers.
