This is a semi key date coin and is somewhat difficult to find. The key date for 20 kopek in this series is the 1991 no mintmark. In general, 20 kopek dated from 1965 to 1976 are just not common to scarce. Most coins available for sale are broken apart from mint sets.

I've seen a similar 20 kopek going for sale for 150USD give and take. Despite it's strong proof like condition, this is classified as unc condition as Leningrad mint never intended them to be struck in proof condition.
