I am not a collector but I saw this circle on the face of the quarter and thought I would inquire. The edges of the circle are not shiny like it was stamped in recently. What are your thoughts?

Roller Damage? I thought coins were stamped out? Its just weird that the circle is so perfectly centered on the coin.

Roller damage from a coin rolling machine. That damage was most likely caused by the crimper. The part that crimps the ends of bank wrapped rolls.

He is referring to the machine that banks (and other financial institutions) use to put the coins in the paper rolls. They crimp the ends of the rolls and that often results in damage to the exposed ends of the end coins.

Like the others have posted, it is Post Mint Damage ( PMD) and not an error.

But there are errors and varieties out there so keep hunting. It's fun!

It's PMD (post minting damage) from a coin rolling machine, not an error.
