I found this dime today. Is this what they mean by missing clad layer? It's copper color in the middle?

I went to this site "http://errorcoins. (009) Not Allowed - Auto-Removed.com/1968-D-PCGS-MS-65-Improper-Cladding-Dime-Mint-Error-Great-Eye-Appeal-P4947244.aspx" and would this dime be considered improper cladding?

If it were missing cladding, the copper color would be dark in color. The coins color looks like it was altered.

Coins missing a clad layer are always significantly light and the dime below is what one should look like-

Often they are also light on the strike as well.

The thicker the missing cladding, the stronger the weakness of the strike.

20% lighter approximately when missing both clad layers if I rememeber correct
