There are no RPMs after 1990. The mint mark was part of the design starting that year. Since then they mint mark punches has not been used.

Looks more like a case of Die Deterioration Doubling on the mint mark on your coin. The date also shows weakness like a slight amount of grease in the die during the strike making the digits and the Left side of the motto weak. No premium for either of these.
