at first I gave it F15 but I think it may be strong enough for VF20. not sure about cleaning on this one

I'm in the F-15 camp and it does not exhibit any hint of cleaning, although cleaned or not is almost never certain from photos only.

F-15,although my first thought was VF. looks ok, no red flags here on cleaning.

I think it could make VF-20.

I'm at VF20 also.
my hand-cheat sheet for type 1s...
OBV - From AU50, deduct one grade for each of the six places where the shield changes direction. There are five showing clear wear, so EF45 EF40 VF35 VF30 VF20
REV - if wear shows on the objects within the C, e.g. the diamond (9 o'clock) is EF45, each of the three orb pairs is EF40 VF34 VF30 and the two bars (12 and 6) are VF25.
So VF20

This coin looks like it has a lot of wear and doesn't look better than Fine to me.
