For a lowball PO01 Seated dollar, is the CAC endorsement a negative? "Upper-end for the grade" means it could be a 1.3?

It's nice to see CAC thinks a Poor-1 grade is accurate and it's a quality coin.

Can you over-grade a Poor-1?

First green-beaned coin with whiz lines that I've ever seen ... IMHO, a raspberry would be more apropos.
