not sure about the grade, but an acetone bath would probably get most of that off, however depending on how long it was on there, you may have some odd toning underneath.

That's weird , looks like it was laying in cement at one time. I don't think acetone will do anything for this little lady .

I say xf40 as well. Try acetone if it doesn't do anything if may be a details grade

Detail looks AU-50 but luster seems completely absent. Couldn't hurt to try an acetone soak. The '31-D is a scarce date; very nice find from junk silver.
