French 50 centimes. Made of 83.5% silver. Issued 1898-1920.
This could be a record lowball specimen, as coins from the WW1 period are usually found in EF or better condition - as they were replaced by the base metal 'Chambres de Commerce' tokens in 1921, they didn't get a chance to get very worn in circulation!

Judging by the fact I don't believe it's American and that's clearly Lady Libertyon it, I'd say French as well. Not sure about the denomination though.
