Can you give us a picture of the whole thing okie?
Just wondering, if that is made out of metal, would there be a chemical reaction between the metals?

The outside appears to be aluminum .. it was the new craze/find just after WWI. I can't get a pic of the whole thing together, hence the pieced together shots. This was taken with my Digital Blue QX5. Sorry

I love these things. As a group they tell an interesting social history of the 1900 to 1970 period. Unfortunately the inner coin is generally damaged by the process of making the coin.

These are called Encased Coins, they even have their own category on ebay, though most of the Canadian ones are found in other categories.

But you don't see very many with large cents in the middle. I've also got a really neat copper hand-wrought dish, about 5" in Diameter and the bottom of it is an 1892 Vicky cent. The cent is the entire bottom inside and out... but my photos are too large to post on here (there's a 200KB limit)
