1999 D Penny Mint Mark?

So I see this weird raised part from fields of the coin that shouldn't be raised under the 1999 date. I think it might be some sort of D mint mark. I believe mint marks were not hand punched in this year. I know that previously all mint marks were hand punched resulting in coins having slight deviation in were the mint mark was. I thought that maybe this was a piece of crud but it looks like a raised part of the coin in a "D" symbol. What do you think? The problem is that if this is a D penny than that's a problem because I looked at a normal 1999 D penny and well the deviation is huge in location of the mint mark and the thickness of the D, but this deviation shouldn't exist since they weren't hand punched lol!

I think the D in my weird coin is facing the wrong way and is a 180 degree rotation of the D lol

I think the first coin is actually a Philadelphia cent with a zinc-rot bubble

Even a pin jerk could cause this to happen. (I noted the location was wrong for a mint mark issue. with all the mint marks now on the master dies, the locations will be the same for each year since 1990.
