It looks like a counterfeit that was once silvered to look like a real one.

Yep, agree, cast counterfeit. My Dad gave me one, back in the 1950's, that looks just this one.

You can still see a bit of the "silver" hiding in the recesses of the details. Yep - cast counterfeit.
But probably a CONTEMPORARY counterfeit, which means it was meant to pass in actual circulation as the real thing.
Don't despair. If it were a real 1943 it might be worth $7 or $8, mostly just for the silver value.
A "neat" contemporary counterfeit for a collector who has a "black cabinet" (fakes, fantasies, and counterfeits) would love to have one like this and might pay a bit more than if it were real.

Moxking, would it not be illegal, at least in the US, to have such an item, or would it just be illegal to try to pass it off as the real thing?

I love collecting really weird stuff myself so I'm happy with what I got, and I don't think it's illegal to have it, only illegal if you try to pass it off as real.

Counterfeits made before 1973 (?) are legal and as Moxking said CONTEMPORARY counterfeits are collected by a small # of individuals.

I found one of those Walkers when I was a kid. It was cast out of lead and you could bend it.. Probably made by a fisherman with lots of lead. Poor example but I don't remember what I did with it

I too used to have one made of Lead. Gave it away.

It might not have even been silver plated to begin with - it could've been just tinned.
An XRF analysis would be interesting.
