There is a contact mark on the lower mid part of that device.
Here is a 1983P-1DR-001 EPU:
1982-Reverse-Doubled-Die?
Note the doubling on these devices. They are taller than a normal coin would have.

Not as strong as 001, but you can see where the hubbing overlapped.
