Most definitely a fake error. I see these on ebay quite often being passed off as legit.

This is a fake error, and a bad one at that.

During the 3rd print, the serial numbers, district seal, treasury seal, and the 4 district numbers are applied.....not just the district seal. I see these from time to time on ebay, these and the typical cutting error where a sheet is purposely miscut and represented as a BEP error.

The more you know about how our currency is printed, the better you can evaluate the fakes.

There's methods people use to "lift" the ink from the seal and "deposit" it onto another spot on the paper, which explains why the original seal is very light in color. I'm really not sure how though.
