Until 1990, the mint mark were applied by using a mint mark punch into the die. These were hand done and could end up anywhere. But this helps us to ID the die because of this practice. After 1990, the mint marks are part of the design for the Denver and San Francisco mints. So all the mint marks will be in the same location from that year forward.

Proof:

All Philly cents do not have a 'P' mint mark. (proofs and business strikes) In 1968, the San Francisco mint struck business strike cent and proof cents. Both had the 'S' mint mark. The business strike cents from San Francisco stopped in 1974. Since 1968 the San Francisco proofs had the 'S' mint mark. (the Business strike 1968-1974 cents were not proofs)
Business strike dimes after 1979 (start in 1980) should of had the 'P' mint mark.
