Looks like something was attached to the coin at one time, or ink left on coin that stained it. No premium for this.

Looks like tape to me as well, but at least it isn't masking tape or glue.

Wait a minute! That area above LIBERTY looks raised - is it? It also looks like partial letters(?) Have you tried soaking in acetone to see if it is tape?

It looks as if it is the Memorial x2 on there.Side by side.

Yes- I did give it a bath in acetone. Yes- there are areas above liberty and above the date that look like they are raised. I did put the coin in a flip. (didn't toss it). I'll soak it in acetone while I'm at work today and if things look good, I'll try and post a couple a couple more detailed images.

Very interesting that the marks above Liberty are raised. I may be using my imagination too much (  ) but it almost appears to be the tops of the letters in LIBERTY struck once and then moved over slightly and struck again.

The top line looks like a lamination on that area above LIBERTY. It maybe an issue with the planchet on your coin.
