The 1811 Peruvian 8R appears to have been polished. It may have come from one of the postal society folders. Those coins are notorious for being damage or counterfeit. The polishing did little to help value.
In this case I believe that the coin itself is genuine but it has been damaged above the portrait. It appears that someone may have started a hole in the coin to expose the core.
