Genuine govt issued mint sets for 1954 are in cardboard holders with greenish support paper as a backing and cover. There were 2 coins of each denomination from each mint so they could show the front and back (that's why they are called double mint sets). The sets were shipped in a yellowish/tan colored envelope by registered mail with typewriter written addresses and stamps used for postage.
All of the sets from 1947 to 1955 that I've ever handled have been this way. Most of the 56 through 58 sets had shipping envelopes with metered postage.
