Many of the coins this seller offers have been cleaned, even polished, by the looks of them. I don't think this one is any exception to that rule.

They're notorious for cleaned and polished coins. I would keep looking.

VF-Details perhaps, negative eye appeal. Not sure if all of the problems are fully priced in at $198.99.

I was wondering about the greenish look and the black marks

I'd pass. It's butt-ugly and overgraded.

The price is below retail for a problem free coin.
But this coin is not problem free.
It has poor eye appeal with surface problems. As others posted, this coin may have spent some time in the ground.
The hard part is trying to figure out how much the problems lower the price. And the worry should be if you ever want to sell the coin, problem coins do not sell easy.

For comparison here is my example of this coin, graded VF-30 by PCGS. Obviously the ebay coin is lower grade than mine, plus the surfaces are not original. I'd grade the ebay dime F-12 for details; IMO it's overpriced given the negative appeal and surface problems. Interesting observation: the PCGS price guide shows this coin as a "Type 5, Legend Obverse" variety when actually it is a "Type 3, Stars Obverse" (or, a "Type 2" if you go by Red Book terminology). It is the only 1860-dated dime with stars obverse which is one reason I wanted an example for my collection.

I like early SF and if this was pre 1860 I'd be interested. IMO it's too expensive for all the problems it has.
