Perhaps a die polish error or Grease Filled Die... something happened severing the bison's leg and letting it seem to float with maybe a few hairs to hold it in place.

That is a low releif area for this coin... if part of the design is missing my guess would be overpolished die

It is considered a die variety but not a major one. It does not bring much premium if any. In rare cases it will such as the 1937-D 3 legged buffalo, the "no FG" half dollar (I can't remember which year), and the 1922 "plain" cent
