I have reposted these pictures and new close up ones . My question is.......is it possible for the black ink to keep printing while the green ink runs out? Any help would be appreciated.

It's not only possible, it is a common overprint error..

It looks like your note was printed in the L-E Block..

I have Fred Bart's latest Paper Money Error Guide and was unable to find another example comparable to yours with a partial 3rd print (missing seal & serial numbers). There are examples with the entire 3rd print missing, but not one with only the green ink missing. I'm not saying it's impossible....but I've never seen a legitimate one before.

While your note looks like it had run out of green ink, I found 3 current listings on the Bay under the "Auction" listings (I stopped viewing the Buy it Now & Store listings as many believe they found a winning lottery ticket with their asking prices) , 2 with missing green ink & 1 with missing black ink..

I didn't get to examine them closely for signs of partial imprints, and will post them later when I'm on my laptop..

Well, I have the paper money books, too, but as you say, they only deal with entire 3rd. printing omissions. I guess my point is that to remove one color ink overprinted on another color, (green seal over twenty), any chemical used would certainly affect both inks......color aside, ink is ink. But I certainly appreciate your thoughts, and help.

Note that all 4 overprint errors are listed with a well known currency dealer..

I have known Lew for almost 10 years. I have met him and bought from him. I trust him, but I would be a lot less nervous if even one of these notes were in a TPG holder.
