Die Deterioration. It is very common on cents from the 40's. Why it command such a premium is because there is so much hype about the 1955 DD, so people try to find a way they can get one themselves.Why experts dislike it is because it is not any sort of rare die variety. John wexler states that if you were to search a BU roll you would find many examples. There are many forms of worthless doubling. If you learn about them you can tell the difference quite easily.
