I just checked on Variety Vista and Wexler's Varieties and most of the DDOs are on the ear. (1 proof on LIBERTY on Variety Vista)

The die looks mushy. So better images might help us more. It might be Die Deterioration. (but worse than I've ever seen on a quarter) What state is this (correct lower case as just the fifty "States" are capitalized) AKA Territory is this?
Here is what I have so far:
2009---P-Quarter-Doubled-Die-Obverse!!
2009---P-Quarter-Doubled-Die-Obverse!!
2009---P-Quarter-Doubled-Die-Obverse!!
2009---P-Quarter-Doubled-Die-Obverse!!
But the last image here. Could you take a better image similar to the image I posted here. I think your light is a bit too bright. You might try diffusing it a bit with white bond paper. That will help soften the lighting. Not sure what you are using for a light source? But that is the area of my concern. I can't tell if it is hub doubling or Die Deterioration on that area. A big difference. Most of the hub doubling on these quarters are centered on the center of the die. Die wear is mostly found on the devices near the rim. So if that is showing something, (which yours is) I would like to have clearer images to tell what for sure is going on. If it is a doubled die, then it would be unusual. So better images will help me and the person we might send them on to. It might be a new find, or not? So that would be a great help.
Big favor: Would you take an image of a normal quarter from the same year and match that to better images of your coin in question? A side by side might helps us determine what you have?

With the first image I thought possible Die Deterioration, but lacking other signs of such.

Added images seem to show a loose die, an unusual die bounce or a combination of. Seems to drag up from the right and more flat in the center and on the left of devices. Judging on "AMERICA" which seems to be highlighted here.

If its DDO (which I don't think) then its in conjunction with the above or new to me. Thanks, Doug.

Sorry, I just noticed you added images to the above thread. I was looking more toward the bottom. This is a unique coin in the sense that there was a heavy die polishing that usually doesn't happen removing the die flow lines. (an indication that the die has a lot of age on it) With the absence of die flow, it made it harder not to think that it was a fresher die. But the opposite is the case. The die wear was so strong on that that it distorted all of these devices on AMERICA. I thought I could see it on the earlier images, but wanted it to be a doubled die, but it isn't.

Another learning experience for die polishing. It can happen on an older die. The wrinkles of age will still show on the devices. No premium for this though. But knowing what happened is priceless. Thanks for the extra image.

But think of the positive: You figured out how to get a better image! That is a winner any day when that happens.

All I use is an iphone6s with one of those jewelry magnifiers. Seems to work well.
