What Happened To The Rim Of This 1968 S Dime

Good evening,

I was looking at a 1968 Proof set I bought some time ago and never got around looking at it. I noticed on the dime that its got a chunk of the rim taken out. Is this normal on these 1968 S Dimes? Its hard to get a nice picture with it in its protective case with those scratches across the hard plastic. I took some photos and just wanted to know if this is a crappy proof dime or its some type of error perhaps? Its got frosting on the front and back and if you want those photos I can provide them.

Often you can find die scratches on this area of the coin. That area should be flat, but look irregular. Looks incuse. Not sure why it looks like that?

Thanks for the full images. I was curious to see if there was any sign of a misaligned die or weakness opposite or across from the site that is incomplete. And if so how it may or may not play a factor in this instance. Still contemplating. Thanks, Doug.

Would this proof dime be considered CAM? I understand the frosting needing to be on the obverse and reverse but by how much?

What is the three milky areas on the reverse. Is it on the coin, holder or what? It looks like one, but I don't know much about the CAM grading process.
