Looks like a struck through to me. You might wait for verification from a pro though.

Well that would be great if it is a struck through, I have come across many of those and just assumed PSD.

I was looking at COC and it resembles some of the others like CU-1c-1983-28 Rim Cud. So I am going to go with rim Cud.

On a struck through you often see sharp ends on that area in question. I'm not seeing that on this coin. It looks like a coin was lying sideways on the coin and something was dropped on it. PSD.
