It looks like it might once have been a Canadian half dollar portraying Victoria, but don't kill me if I'm wrong.
I'd honestly put this one as 'planchet', not 'coin' in my books if I were you...

Might also be a 1 rupee with Victoria. Nevertheless, I'm quite positive this face is Victoria.

Thank you for that bit of info. I have looked at images of both Rupees and Canadian half dollars. None of the Rupees show Victoria with the edge of crown at forehead except the Canadian Half. The Rupee shows her with no crown at all or a full crown shape. I think I will go with the Canadian Half, but need to figure the years minted. One question though, is about planchets. Do planchets show images? I thought planchets were blanks with raised edges, or does that only apply to US cents?

@tonybaloney, I think that what ultrarant was saying was that so much of the detail has been worn away, that you are basically left with a uniform disc of material. If you search CCF for the term "lowball", you'll find several collectors who focus on just barely identifiable coins. With some effort, yours might make it up to that level.

@spence: exactly that: it's below grade 1 now. The only thing I could identify is a portrait that shows similarities with what Queen Victoria used to be like on a few coins. Furthermore, it's too worn to even be a lowball, for what I can tell. For what I know, a lowball can still be identified by coin type, denomination and year. So, I put it as planchet. @Tonybaloney: I don't think we have a lowball forum around here, but you asked help in getting the coin identified. I think the topic is right at home here in this forum. As for years minted on the Canadian half: have a look over here for more info: http://en.numista.com/catalogue/pieces316.html If there are traces of a crown or tiara on her head, then I didn't see them on the picture. But it is always different when holding a coin in hand, I know. Anyway, in that case, the rupee indeed won't be it. There's an obvious protrusion on Victoria's forehead; presumably that's the crown/tiara. Either way, the bust here is clearly too small for that type of rupee. Actually, it might well be too small for the Canadian 50 cents, too (the coin in the Numista page picture has about one bun length from the bun to the rim, this coin has more like one and a half), but the Numista page says there are different bust types, so that's still a possibility. I'm reminded of CCF's other unidentifiably worn Victorian half dollar. Not saying it's the same coin - actually I'm pretty sure it isn't - but the bust is surprisingly similar.

I will close off with this: All of you have been most helpful! There is the crown or tiara protrusion on forehead, also you can still feel a bit of the bust with finger, although its mostly all flat now. I think it might have been a coin that was polished excessively or was just so well used it wore everything out including date, which I think had there been a date showing then it would be a lowball. I weighted it today and it comes up to 8g. Again so much wear I suppose 3g could have been removed. I suppose there is the chance it could be counterfeit, but I doubt its that. Anyway, I am further ahead than I was a few days ago and thank you all once again.
