The serial number is not on the bogus note list. Everything else about it looks good.

Is it a concern that the figure on the left seems to be less sharp than the figure on the right or the surrounding text?

Looks legit to me. Even has the "X" razor cut cancellation, too!

Suspect the staining might be due to glue residue when it was mounted and framed. Could also be "foxing" from improper storage conditions.

Still, a good note!

On a side note, the Treasurer signature is of Henry Smith. He was the First Governor in the Mexican Territory of Texas. As a lot of Texans were, and still are, he was the adventurous type. He died in a mining camp in California during the gold rush of 1849.
