That doesn't look like a BIE to me. Looks more like the letters were flattened by circulation

This coin is well circulated with PMD. Some of the markers are covered by the damage. Cohen Index has 4 stages listed and this could be the 51-B214. The Hardy Index only has one listing 51P-4SCL+1. I've listed this coin as LDB4-1951-004 and may change it to LDB4-1951-004B if we can locate the other stages that are in better shape.
