I cannot find any information on this Blue Ink Reverse error bill 1935E $1 Silver Certificate. Any help or direction is appreciated. (The Image below shows the error note on top juxtaposed to a normal green reverse silver cert below)

My guess would be possible environmental or chemical damage.

Really? It seems too uniform to me. Wouldnt the edges have some slight discoloration?

It looks like the blue dye from the the Obverse Seal somehow printed on the back. The ink is the same hue.

Some sort of discoloration/fading damage.

Dry cleaning solvents can cause damage such as this.

Agree - chemical interaction (deliberate or otherwise) or possibly extensive sunlight damage. Impossible for the reverse to have been printed with blue ink.

I concur with the others - definitely not a BEP error. I can see where this could be sunlight/UV damage.
