You are right about it is not consider a coin but some sorts of token or medal for commemoration highly possible to be honest because the side which is the smooth plain edge not reeded edge for the detail.The information is require about it is needed from the experts and get back to you after your reply with your helps to me there

The portrait doesn't look like any of the official ones that I am aware of, I could be wrong. I would say some sort of privately made piece maybe even a badge of some sort, minus the pin.

I wonder... are the two marks (one on the obv and one on the rev) five marks, such as testing to see if this token has been plated or else do they come from tin snips or some other sharp, metal cutting instrument? I can't tell if they line up across from each other.

The two marks were cut by something else just to verify whether it is a fine or gold plated piece and obviously not fine gold but it is gold plated piece issued by not official government until realize it by researching myself there
