Most coin shops will pay around the spot price of silver,
then try to sell it for 3 to 4 dollars over spot.

So ballpark .. $19 to $23.

The discolouration is simply toning. Silver tends to tone or tarnish when exposed to anything with sulfur, which often includes the air.
