If you are referring to the scrape over the date, that is damage.

Might have been an issue with someone trying to restore the date on the coin (nik-a-date) and ruined it?

Okay I was leaning towards damage only thing that made me question it is because it actually looks like the date is stamped under the scrape only maybe not even formed right. I'll try to get a closer pic.

I seriously doubt that happened at the mint. It looks like it got seriously dinged.

Looks like what would happen if you put a small screw on top of the coin and gave it a bang. This being said without any innuendo...
