this is a really bad scan. many of these coins show a typical weak strike. the surfaces are washed out due to the scan and not sharp enough to determine if there is actual rub/wear or soft strike or remaining luster. I marked a couple areas that appear to be rub from light circulation. if you can take actual pics of the coin it would help determine. if you dont own it, that one's your call but we need to grade what we see. Better pictures would be nice.
From these pictures the weak LIBERTY and hair are more strike related

Also, note the vertical lines on the the numerals on the reverse.

Like Panzaldi said. The lower hair curls also appear to show some weak.
The ribbon on the reverse shows incomplete detail which suggests the die might have been overpolished. These coins are notorious for serious die clashes so maybe this coin shows the effects of die repair.
