I am wondering if it is a clash overlayed with a second clash a bit more off center than the first.

That is what I am seeing. The bays appear to close for a single clash. This one is a single clash.

It is possible. a second clash created a second set of marks. This often happens when the die is rotating a slight amount. Possibly on the same strike, a rotation can happen.

I looked at that one before I posted John. I only see one reverse clash mark on mine. (possibly because of circulation) I'll take a closer look. If I can find the second mark, I would say there is a good chance it is the TDC 01.

Nice find! And I think your right about more than 1 clash also I can see the clash on the righ side of the coin ever so slightly also so a 'prisoner cent' it is!

 definitely a Prisoner Cent, and it looks like at least two clashes. I believe that's called a Counter Clash.
