I don't know that's all maybe it's really damaged coin of something else. Looks like someone used a steel kitchen brush to it

First thing I thought of was a prutah of Herod, sort of like:  But that's a real stretch, and no more likely than Umayyad. It's just too far gone, I'm afraid, and it's one of those situations where each of us may see different things, with no way of verifying.
