I think they were sanded off. You can still see a hint that they were there after the strike. (next to your fingers)

Might double check the diameter. If the reeds were removed the coin should be slightly smaller than 24.3 millimeters. If larger than, then something more may need to be addressed concerning a possible collar issue.

The shape of the rim (widens in different directions) has me wondering this plus needing to verify the coin orientation in regards to the coin flip. Was it flipped end over end? Thanks, Doug.

If the diameter is basically the same or smaller than a normal quarter then it was most likely alterd after strike. Thanks, Doug.

A broadstrike will not have flat square edges like that. The edge of the planchet is normally not flat, and the edge will also bulge outward from the force of the strike. The only reason the edge of a standard new quarter is square is due to the flatting caused by the collar.
