Hey guys I'm new to The community and I was wondering if somebody could help me with this quarter. I feel like this quarter was printed over something but I'm not sure what . i'll attach some pictures feel free to take a look I'm afraid it might just be a drill Mark.

If you are referring to the circular mark to left of Washington's eyes on the obverse, it is post mint damage.

If the mark is incuse, (sunken into) it is usually damage to the coin. If it is raised, it is likely a die issue. Dies are negatives of coins. Coins are a positive.
