How low can you go?   Note that the "O" has a distinct tilt to the right, but I don't think its precise location matches up with that for an "O/CC" variety. Colligo ergo sum

Is one of those more likely than the other to certify it as poor? And realistically, would there be actual market value (and buyers) if it in fact came back at that lowest grade?

Just one more comment (at the risk of straying somewhat off-topic) - as crazy as it may seem given this specimen's advanced state of wear, I think based upon the close slanted date and the postion of the "O" that it might actually be identifiable as a VAM-6. Wouldn't it be a bit bizarre if it could be certified as P01 with a VAM attribution to boot?
