Maybe Hadrian. The dark color is patina that has developed on the surface of the coin. Sadly there really isn't enough detail due to environment damage, wear, and some one harshly trying to clean it to say for sure who it might be.

I'll second Hadrian. Too much chin for it to be Nero, and Titus, Vespasian, and Trajan all had very distinctive head shapes.

Way too much damage for me to tell. The arms (and what she is holding) were rubbed off during cleaning; could be Pax or any other goddess.

Denomination is most likely an as. I don't see a radiate crown (rules out dupondius) and Hadrian's sestertii were massive, minimum 30mm diameter (AKA half dollar through silver dollar sized)

Id be confident to say its Hadrian. Reverse is too far gone, but is certainly a female god. There are letters either size (S C) - Senatus Consulto, which just says the senate okay'd the issue.
