It's a problem coin in my opinion. UNC Details. Problem coins do not get designated with superlatives like FBL.
So plain UNC Details.

The more I look at this Benjamin the more I have to agree with OxDA71D . However If it weren't for all the hairline scratches this coin would be a nice MS- FBL example . The coin looks to be full original luster , I don't believe the scratches are from polished dies, but I'm no expert on that stuff .

I don't see FBL on tis coin as the bottom set of lines appears to be in complete to the left of the crack in the bell as does the top set of lines

full bell lines and even these are potentially not FBL due to the bag mark in the top set of lines

I found this on a site for Franklin's:
"Most collectors today, as well as PCGS and CAC, only consider the lower set when determining whether a Franklin is FBL or not. NGC, however, considers both upper and lower bell lines."
Also:
"For a coin to be designated FBL the lines must have complete separation with no major interruptions, such as marks, scrapes, cuts, gashes, etc. A Franklin will fall into one of three categories in regard to its FBL status; non-FBL, near/borderline-FBL, or FBL."
Considering that, I guess this can be considered Near-FBL or Non-FBL simply because of the scratches running through the lines.

I would not submit this coin to a TPG. It is a low value coin even in uncirculated grades. What variety do you believe this to be?

Sorry, I used the wrong term. I guess if it was FBL that would be called a "superlative designation" and would not have to be requested. Although this coin doesn't grade high enough to even get that designation with the service I looked at.

I don't believe this to be "cleaned". It was, however, loose with other coins for who knows how long and moved around. I don't see evidence of cleaning and I'm hoping that's not just a knee-jerk response.
How can you tell that the scratches are from cleaning and not circulation or contacting other coins?
This is a big question that has been bothering me.
