MS-66FB 1946 Dime. A Nice Steal?

I saw a MS66FB 1946 Roosevelt dime on ebay for $17.99. When I looked up the cert number on PCGS, it had the recommended price at $37. I am quite experienced when it comes to ebay, and I saw no red flags (i.e No returns, fake cert #) from the seller. I don't usually get dimes as I like MS silver quarters much more, but I had to take that deal. Is it a steal? I am also wondering why the seller sold it for nearly $20 under the price guide.

That's somewhere around an average or modal price. PCGS prices are always overinflated. If you like it, it was a good buy!

Checking past sales of the same coin, especially if it is PCGS or NGC, will answer your question as to how good a buy it was.

But nice higher grade silver first year of issue dime would be hard to pass up, especially if the coin is white, or has nice non-granular toning.

PCGS is typically WAY high retail on moderns.

You won't know if it's a good deal until you get the coin in hand. An average coin sells for an average price within the grade specific to that coin. Use numismedia & ebay sold coins as a guide. PCGS has undervalued coins as well as overvalued coins in their price guide. They simply don't update as often as numismedia. Same with NGC. Example: 1916S Mercury dime MS63FB. Cert #33072532. PCGS value is $90.00. Numismedia is $150.00 with a green arrow(up).
Numismedia lists your dime at 42.50 trending red(down).
In both examples simply go to ebay sold coins which will show you the most recent trends generally speaking. In the end, you will know when you get the coin in hand if you got a good deal.
I think you did just fine since you asked but you didn't steal it.

It looks like you paid a normal price. Your coin however looks better than most of the other dimes listed.

When looking at an ebay coin, especially a certified/graded one, I immediately go to recent past auction sales to check the current market value. Price was decent if you are going to keep it for a while, but not a steal imho.
