As an American, it's tough to comprehend these laws. Imagine if the finders of the Saddle Ridge Hoard had their discovery simply confiscated!

I agree that archaeologists and museums should be called in to excavate a viking-age treasure, but this was just a stockpile of precious metal put together 100 years ago.

In many countries the people are there to serve the government.
In America, the Founding Fathers thought it better if the State served the people.
Unfortunately, governments tend to morph to where they serve themselves.
The result is that some Viking hoards have been melted down and sold as bullion.
