Not sure what this is - possibly just from a worn die.
There is a raised area that goes under GOD & WE.
Tapering down from the rim to field. Almost looks like a Cud under the devices - I realize that this is probably an impossibility.

Anyways take a look-see and let me know what you think.

It is some sort of die issue. Likely some type of die dent.

Very similar to this "Accidental Die Abrasion" which I found. I cannot find the thread, but my memory sys that is how Mike Diamond attributed.

To me it looks like the beginning of die attrition. Note the area to the west of the 'E'. The tops of the letters of "GOD WE' are thinning because the field is starting to go away. It is in an arc across the coin. Eventually the die could look like this one:

The area of the edge of the die just hasn't gone away yet. (except for the 'E' area)
This is a keeper. The first time I've seen the starting of die attrition. This is caused when the hammer die is not centered over the anvil die causing the dies outside edge to be worn down by the collar. Eventually that will go away and look like the example I posted. Note how the edge of the die is closer to the devices on my example. Eventually the die can look like this if not corrected:
