Looks more like a stain from what I can see. On a Cud the area affected will be raised and show no devices on that area.

Also note the reverse (opposite side) you will a a weakness opposite that area. (note on the image on the reverse side at 7-8:00)
On your coin I'm seeing the devices, the rims and the appearance of discoloring.

Looks like glue. Looks like the edge of the rim can be seen through it.

I agree. It looks like Krazy Glue to me. I'd bet that the splotches of remaining mint luster (e.g. by the T in CENT) are where prior glue was but then fell off of your coin.
