I'm more bothered by the black spot on "A" in STATES than anything.

Its a "pretty" coin, but it looks harshly cleaned, are those cleaning scratches or is that just planchet streaking? Notice "A" of STATES, discolored, why? Has great details, full diamond and solid strikes. Just noticed a "spot" (?) by right hand upper corner of shield, waterspot (?), sign of being dipped?

I'm bothered by the scratch above date and the black spot on A . I don't think it was dipped or cleaned . Abrasions on face . I'm going with a mishandled and slightly abused UNC.

MS-60, R&B. I don't think that it has been cleaned.

I mean, nothing wrong with it other than the oxidation spot, but it's a late date with little to offer even if it is Unc - and I certainly would not spend the money to find out. Personally, I'd value it at around $10.
