I think what you are seeing is Machine Doubling. I had a post recently regarding the extreme doubling on the mintmark and the experts explained it. I have seen quite a few on the 1999-P since then.

Thanks guys. I am learning how to use my new scope with different lighting to get better pics, but I think your right about the Machine Doubling.
