It has a raised face,and around the face it has what looks like several small cracks, giving the look as its a shining halo effect, kinda cool. I wanna say it's a type of lamination but I don't really know, it caught my eye when I was picking through a roll

To me it looks like a late die stage, but I have been wrong before.

I have a couple good zoomed in pics I can post if wanted. The texture is weird, and just rubbing a finger over it you can feel it. I don't know what to make of it,ha so any thoughts are great

I can see it being late die stage wear. Laminations are typically very delicate, and rubbing your finger over the surface would probably have peeled it off. I gently passed an acetone soaked q-tip over a laminated cent I have and nearly torn the darn thing off!

It also has this odd squiggly marking under the chin, and under that marking is even more of the cracking texture

I don't see any lamination problems. The only thing I can come up with is LDS like others have said.
I don't see it having any premium.

I really don't see anything on the coin to make me think it's a lamination error. If you're looking for a reason to keep it, I think I see a die clash? Some wing marks on the nose, and definite die polish marks on the fields that you can see despite the Die Deterioration.

The die state is in the VLDS range. Not only is there a lot of die flow on the fields, now the bust is being affected from the die wear and making flow even there. There is also of older die polishing on the fields creating a halo affect on the die. So this die is also showing abrasion and extreme die wear. But still was striking coins. If you placed it side by side with an EDS coin example, then you could see how much the die has aged.
