Two questions:

This may be RPM 002, But I am not certain - is it?
[Here is a link to 002: http://www.varietyvista.com/03%20Bu...8DRPM002.htm br / ]
Is this doubling on FIVE CENT or Die Deterioration or what?

According to your link, it appears to be a 004, nothing showing inside. As to DDO, only pulled up as 001 2x on E PLURIBUS UNUM. GREAT LINK! I've been looking for a 5c one. It sure looks like doubling but no notching and doesn't fall on like edges of letter(C). Based on those assumptions it may well be worn MD?

That too on mint mark, but do think its the 004

Don't think it is 002. FIVE CENTS does look thick.

Here are the 1938-D RPMs I've found images of:

Sorry these are the D/S Over mint marks.

I see a lot of die flow on the fields. The V-V site only shows one DDR for this year/mint, and it is not this one. So you might try a side by side to see if the devices are enlarged or affected by die wear. Make an image with the same width of the devices to compare with a normal reverse and your coins reverse.

I am still thinking that this is closer to 002. The outside of the upright on 004 appears rotated slightly clockwise, which is not the case with 002. Also, I made a comparison photo and the FIVE CENTS is appearing normal to me. What do you think?

I decided that most of the problem here is with the poor quality of my photos, which I had taken some time ago. Here is a new one:
